The Communist Party of China Central Committee and the State Council have released a plan on modernizing the system and capacity for primary-level governance. Measures should be adapted to local conditions and implemented step by step, while power should be delegated to primary-level governments and their burden should be reduced, the plan says.
中共中央、国务院日前发布了《关于加强基层治理体系和治理能力现代化建设的意见》。《意见》指出，应坚持因地制宜，分步实施，向基层放权赋能，减轻基层负担。
