按劳分配是分配个人消费品的社会主义原则，即在生产资料社会主义公有制条件下，对社会总产品作各项必要的社会扣除以后，按照个人提供给社会的劳动的数量和质量分配个人消费品。
在社会主义社会，由于社会生产力发展还没有能够达到产品极大丰富的程度，工农之间、城乡之间、脑力劳动和体力劳动之间还存在着差别，劳动还未成为人们生活第一需要等原因，只能实行按劳分配的原则，将劳动所得全部分配给劳动者，不产生剩余价值。
