中共中央总书记、国家主席、中央军委主席习近平2015年3月12日在出席中国十二届全国人大三次会议中国人民解放军代表团全体会议时强调，要深入贯彻中国共产党的十八大和十八届三中、四中全会精神，坚持以邓小平理论、“三个代表”重要思想、科学发展观为指导，按照全面建成小康社会、全面深化改革、全面依法治国、全面从严治党的战略布局，加快推进中国国防和军队建设，把军委各项决策部署落到实处，深入实施军民融合发展战略，努力开创强军兴军新局面。
军民融合式发展丰富和发展了军民结合、寓军于民的指导方针。军民结合、寓军于民，是中国共产党处理经济建设和国防、军队建设关系问题一贯坚持的指导方针。
军民融合式发展充分体现了世界军事发展的新趋势。随着科技产业革命和新军事变革的迅猛发展，国防经济与社会经济、军事技术与民用技术的界限趋于模糊，世界军事强国纷纷打破军民分割、自成体系的格局，更多地利用国家资源和社会力量提升整体防务能力。美国是实施军民一体化建设的典型国家，90%以上军品都由民营企业生产；俄罗斯充分发挥国防工业对国民经济的带动作用，军民两用技术在国防工业中占70%以上。英、法、以色列等国也大力推进军民技术双向转移、军地资源双向利用，大大提高了国民经济平战转换的能力和效率，提高了国防实力与国防潜力。各国实践充分证明，军民融合式发展已成为顺应世界新军事变革发展的大势所趋。

要按照十六大、十七大、十八大提出的全面建成小康社会各项要求，紧扣我国社会主要矛盾变化，统筹推进经济建设、政治建设、文化建设、社会建设、生态文明建设，坚定实施科教兴国战略、人才强国战略、创新驱动发展战略、乡村振兴战略、区域协调发展战略、可持续发展战略、军民融合发展战略，突出抓重点、补短板、强弱项，特别是要坚决打好防范化解重大风险、精准脱贫、污染防治的攻坚战，使全面建成小康社会得到人民认可、经得起历史检验。
We must follow the requirements on building this society set out at our 16th, 17th, and 18th National Congresses, act in response to the evolution of the principal contradiction in Chinese society, and promote coordinated economic, political, cultural, social, and ecological advancement. We must show firm resolve in implementing the strategy for invigorating China through science and education, the strategy on developing a quality workforce, the innovation-driven development strategy, the rural vitalization strategy, the coordinated regional development strategy, the sustainable development strategy, and the military-civilian integration strategy. We must focus on priorities, address inadequacies, and shore up points of weakness. In this regard, I want to stress that we must take tough steps to forestall and defuse major risks, carry out targeted poverty alleviation, and prevent and control pollution, so that the moderately prosperous society we build earns the people’s approval and stands the test of time.
