基层群众自治制度

“基层群众自治制度”，是依照宪法和法律，由居民（村民）选举的成员组成居民（村民）委员会，实行自我管理，自我教育，自我服务，自我监督的制度。在新中国成立后的民主实践中逐步形成的，并首先发育于城市。
中共十七大将“基层群众自治制度”首次写入大会报告，正式与人民代表大会制度、中国共产党领导的多党合作和政治协商制度、民族区域自治制度一起，纳入了中国特色政治制度范畴。胡锦涛同志《在庆祝中国共产党成立90周年大会上的讲话》指出：“人民代表大会制度是根本政治制度，中国共产党领导的多党合作和政治协商制度、民族区域自治制度以及基层群众自治制度等是基本政治制度。”
