2012年11月8日，中国共产党第十八次全国代表大会在北京召开。胡锦涛在十八大报告中明确指出：“建设生态文明，是关系人民福祉、关乎民族未来的长远大计。面对资源约束趋紧、环境污染严重、生态系统退化的严峻形势，必须树立尊重自然、顺应自然、保护自然的生态文明理念，把生态文明建设放在突出地位，融入经济建设、政治建设、文化建设、社会建设各方面和全过程，努力建设美丽中国，实现中华民族永续发展。”
2012年11月15日，新当选的中国共产党总书记习近平在常委见面会上的讲话中提到：“我们的人民热爱生活，期盼有更好的教育、更稳定的工作、更满意的收入、更可靠的社会保障、更高水平的医疗卫生服务、更舒适的居住条件、更优美的环境，期盼着孩子们能成长得更好、工作得更好、生活得更好。人民对美好生活的向往，就是我们的奋斗目标。”
